you may have to make an appointment with the DMV and have them verify the vin# there and then you can go ahead and get a duplicate title for it with the documents that they sign verifying the vin.

If the VIN come up invalid, the vehicle doesn't exist. So you don't.

That can only be done through the DMV.
Try going there and asking them for advice.
